Awareness Generation & Uptake of Insurance for Poverty Alleviation

Mahashakti Foundation with the esteem support of Grameen Foundation is working to increase the awareness on different social security schemes for the poverty alleviation in 5 Blocks of BolangirDistrict in Odisha, namely – Bolangir, Deogaon, Agalapur, Loisingha&Puintala.
The Total population of the district is 16,48,997, out of which, the male population is 8,30,097 and female population is 8,18,900. But a study suggest that maximum people of the place do not have any knowledge on the social security schemes of the government. Hence, they are not enrolled under any insurance cover. Looking at such circumstances, Mahashakti Foundation with the support of Grameen Foundation, took this opportunity to educate the people of Balangir on various govt. social security schemes & its advantages.

Deliverables

Sensitisation of 10,000 households about the insurance schemes of Government

Providing IEC materials to the projected beneficiaries

Assisting beneficiaries to enrol under the insurance schemes

Engaging different stakeholders like Banks, Agencies relating to the scheme with community

Convergence of different schemes of Government relating to insurance with the beneficiaries

Convergence with related departments at dist. Like NABARD, Lead Bank, Social Security Department to get more support services

Training Structure

  • 30 Tanning programs in one month (15 Days)

In one month the Master Trainers conduct 30 training programs and are covering 300 people. Because of the pandemic, shutdown is declared by the local authorities anytime due to spike in cases. So in 4 months they will cover 1000 beneficiaries. Each beneficiary of the project will be trained for 3 hours on Insurance Scheme and SHG leaders will be involved (One leader for one group) to follow up their activities. Total 10 Master Trainers will cover 10,000 beneficiaries in a period of 4 months.

Amm Admi Bima Yojana (AABY)

Am Admi Bima Yojana is a Social Security Scheme for rural and landless household. The head of the family or one earning member in the family of such a household is covered under the scheme. The premium of Rs.200/- per person per annum is shared equally by the Central Government and the State Government. The member to be covered should be aged between 18 and 59 years. Mahashakti foundation promotes such social security programme in the remote location of Odisha to protect the poor people.

Benefits

On natural death Rs. 30000/-

On Death due to accident/on permanent total disability due to accident (loss of 2 eyes or 2 limbs) Rs. 75000/-

On partial permanent disability due to accident (loss of one eye or one limb) Rs. 37500/-

Mahashakti has been facilitating Ordinary General Insurance group policy for the micro credit clients too.

Food Security

The concept of Grain Bank has been developed for the purpose of storing grain during the harvest season and using them to meet the consumption requirement during the lean and dry period. Grain Bank is to enable the poor to save in kind, raise resource against such savings provides access to self management, participate in food security system and also provide access to seeds for sowing purpose at the time of distress. Grain Bank is highly supported to the tribal community to meet the emergency requirement in the household level. Traditionally the tribal and other weaker section of the tribal dominated pocket of Mohangiri & Manikera faced food stress during rainy season every year. In tribal pocket of M. Rampur block the situation is even very worse than the other area of the state. It is one of the under developed block of Odisha as stated in the report of planning and co-ordination department.

Mahashakti has started many action programs through and by its own effort that are intended to promote the welfare of the population through assistance measures guaranteeing access to sufficient resources for food and shelter and to promote health and well-being for the population at large and potentially vulnerable segments such as children, the elderly, the sick and the unemployed. Mahashakti also has livelihood development programme that suits to the growing needs of the local folks in the project area of Mahashakti operations. It has supported this niche segment of livelihood development with a view to enhance the already prevalent skills of the people that involve Vegetable cultivation. By lending financial support to the people, providing training and educating them on the technical knowhow of different farm and nonfarm practice, Mahashakti attempts to promote sustainable livelihood.

In the backdrop of the PM’s Jana – Dhan and the Jan – Surakshya programmes being implemented in the national level, Mahashakti along with MIA, LIC, OGI and Bajaj Allianz has come up with a few novel insurance schemes for the rural poor. It has been actively implemented in the Kalahandi district and is gaining momentum towards making its outreach felt at other areas of operation as well.

Community Based Micro Health Insurance

In order to help the poor, disadvantaged people to protect them from different health risks in daily life, Mahashakti foundation is the first organization in Odisha to launch community based micro health insurance scheme in Kalahandi district of Odisha.

NIRAMAYA Swasthya Surakhya Panthi

The scheme was launched in 2010 with the technical support of MIA (Micro Insurance Academy), New Delhi in 52 villages in M. Rampur block of Kalahandi district Odisha. The scheme experienced its first renewal in 2011 and the results were modest but encouraging. In April, 2012 MIA secured funding from the UK department for international development (DFID) to scale this scheme to reach people in 3 blocks of Kalahandi district. The scheme is owned and manged by the members of the Bijayinee Anchalika Samabaya Limited, M. Rampur.

Now the project has enrolled near about 10, 000 populations in the scheme with the help of 22 dedicated and committed staff, who look after the implementation of the programme in the M. Rampur, Narla and Kesinga blocks of Kalahandi district.
